The traditional 2022 Carnival season was celebrated with a difference this year, largely due to the COVID-19 pandemic. The government of Dominica approved special protocols that allowed for the piloting of special entertainment events during what would traditionally be the carnival period. Five approved events took place at Windsor Park Sports Stadium forecourt between February 20 and March 1, 2022.

These events included Rize and Wine, Sunrise, Lumi-Nation, TK One Jam One Fete, and Hysteria Road Recall Last Lap.
The events were aimed at fully vaccinated revelers who had purchased tickets in advance and presented a negative rapid antigen test result before entering the event. Health and safety protocols were applied to all events, including validation of guest vaccinations and negative antigen test status, wearing of face masks and disinfection upon entry to the event venue . The number of patrons per event has been capped at 500 each.

A post-evaluation was conducted with all stakeholders and partners of the special entertainment events piloted, and all expressed positive reviews and feedback that will guide the organization of future events. Dominica Festival Committee Head of Festivals and Events (ag.), Samantha Letang, expressed her gratitude to the patrons, event organizers and partners, and said that from all reports stakeholders, special entertainment events were
well received by revelers and concluded without major incidents.

Dr Fevrier-Drigo, Roseau Health District team leader, WPSS testing coordinator, said: “We are pleased to report that there has been no peak or sudden increase in the number of positive cases up to 10 days after these Carnival events, which is the time frame in which one would rightly expect to see a peak.

Based on reports received from health officials, the government intends to use this format for approval of similar events in the future. All such events accommodating more than 50 people must receive a recommendation from the Event Task Force and a license approval from the Chief of Police prior to the marketing and promotion of such events. Event organizers are encouraged to contact the Dominica Festival Committee at 255-8221 for further details on organizing events.
