Concept design of an animal shelter

The Parish of Ascension and its animal services board have been working hard to find a new home. They engaged Shelter Planners of America and received a needs assessment and conceptual design plan to help determine the best site and design for a new animal shelter. This shelter is financed by a property tax of one thousandth collected since 2019.

Although the Council has these plans in hand, several challenges remain:

  • Five (5) acres or more are required for the facility to be located on
  • This land would preferably already be zoned “rural” or “MU2” to allow for the construction of an animal sanctuary.
  • The ground should also be “high and dry”, the shelter cannot be built on a pier and beam for several reasons, one main reason is that the stairs would not be ideal for the animals.
  • By law, the parish is not allowed to pay the appraised value of the land.

The Board of Directors and Animal Services are ready to finalize the concept plan once a site is secured, then we will proceed with a price request for architectural/engineering services for the full design of the construction, and finally will issue a request for proposals for the construction of the animal sanctuary. “While there are many steps in this process, I am optimistic that our staff and the Animal Services Commission can accomplish all of this and we can innovate in 2023!” President Cointment said.
